Outreach to Our Economically Disadvantged Latinx Community, Fire Prep Town Hall and LRRMAC Meeting

Dear Friends, 

This week the Public Health Officer issued new public health order modifications both in parks and for the overall Shelter-In-Place order, relaxing parks access and re-opening some business categories. These are welcome changes and we continue to increase testing and contact tracing to follow the data and be ready to adapt should there be changes. Please take a look at the updated orders and frequently asked questions here for these changes. 

Disproportionate impact of COVID is reflected in income disparity - the Latinx community

Since we started tracking ethnicity in COVID reporting, we are seeing a disproportionate number of cases in the economically disadvantged latinx community across Sonoma County.  Latinx account for almost 2/3 of cases while they account for only less than 1/3 of the population. We have a lower percentage of white positives despite the fact that whites represent about 2/3 our total population and about 1/3 of our total cases. The disproportionate impact is also reflected in income disparity. In a survey of First 5 parents, english speaking families reported income impact from the public health emergency: 10% lost total income, 24% income reduced, 66% not financially impacted. In spanish speaking families 43% lost all income, 23% income reduced, 34% reported no change in income.

We need to do a better job with testing, outreach, access to medical care and financial resources for our latinx community. In many ways this pandemic is showcasing racial inequality that have existed for decades in Sonoma County. We need to come through this together as a community, meaning that we need to invest in our most vulnerable.In District 5 we have providing food support and funding to Undocfund, Latino Family Services, River to the Coast family Services, West County Community Services, and more. I will continue to work to fight the endemic racial injustice that results in the disparities we are seeing in testing and impact of this public health emergency. 

Comprehensive Virus Mitigation Strategies

The Sonoma County Economic Development Board (EDB) has been working on creating mitigation strategies to help reopen local business with comprehensive virus mitigation strategies for use with a range of industry segments. The goal of SoCo Launch is to create a thoughtful, data-drive, locally-focused process to help businesses re-open safely. Learn about these mitigation plans on the EDB website here. At the same time, we have to work within the context of the State order or risk loss of disaster relief funds. We continue to advocate for locally-driven decisions.

On Wednesday I held a town hall on preparation for Fire Season. Thursday was a special meeting of the Lower Russian River Municipal Advisory Council. Through these two meetings the community engaged in question from vegetation management to summer tourism and more. You can catch up by watching the videos of the meetings below!

Queridos Amigos,

Esta semana emitimos nuevas modificaciones del mandato de salud público para los parques y también para el mandato de refugiarse en el lugar en general. Estas modificaciones están relajando el acceso a los parques y reabriendo algunos categorias de negocios. Esto fue reportado en boletines anteriores; por favor ver los actualizaciones del mandatos y las preguntas más frecuentes a repasar los cambios. 

Desde empezamos a rastrear etnicidad en informes de COVID-19, estamos veyendo un número desproporcionado de casos en la comunidad latina a través de Sonoma County. Los latinos representan casi 2/3 de los casos aunque ellos representan solo menos de 1/3 de la población. Mientras tanto, los blancos en el condado representan sólo 1/3 de los casos y ellos representan casi 2/3 de la población. Este impacto desproporcionado también está relacionado con disparidad de ingresos. En una encuesta de padres de First 5, las familias que hablan inglés informó un impacto a sus ingresos causado por la emergencia de salud público: 10% perdieron todos los ingresos, 24% se redujeron sus ingresos, 66% no fueron afectados. En las familias que hablan espanol, 43%  perdieron todos los ingresos, 23% se redujeron sus ingresos, y 34% no informó cambios en los ingresos.

Necesitamos hacer un mejor trabajo con las pruebas para COVID-19, al llegar a nuestra población, y al proveer la atención médica y los recursos a nuestra comunidad latina. Esta pandemia está demostrando la desigualdad racial que ha existido en Sonoma County por décadas. Tenemos que pasar por esto juntos como una comunidad; lo que significa que tenemos que apoyar nuestras ciudades los más vulnerables. En District 5 hemos estado proveyendo el apoyo y los fondos al Undocfund,  Latino Family Services, River to the Coast family Services, West County Community Services, y más. Continuaré trabajando luchar la injusticia racial endémica que es el causo de las disparidades estamos viendo en el proveyendo y el impacto de esta emergencia de salud público. 

La Junta de Desarrollo Económico de Sonoma County (Sonoma County Economic Development Board - EDB) ha estado trabajando creando las estrategias de mitigación usar en una gama de segmentos de la industria. La meta de SoCO Launch es creer un proceso reflexivo, basado en datos, y enfocado localmente para ayudar las empresas a reabrir seguramente. Al mismo tiempo, tenemos que trabajando dentro del contexto del mandato del estado podríamos arriesgarnos a perder los fondos de socorro en casos de desastre. Continuamos abogando por decisiones locales.

El miércoles celebré un ayuntamiento en preparación para la temporada de incendios. El jueves fue una reunión especial del Consejo Asesor Municipal del Bajo Río Ruso. A través de estas dos reuniones, la comunidad participó en la cuestión del manejo de la vegetación al turismo de verano y más. ¡Puede ponerse al día mirando los videos de las reuniones a continuación!
